Sioux Empire College Scandal: Iowa Time Machine July 10, 1986

Iowa Time Machine ⏰: On July 10, 1986, three officials from failed Sioux Empire College were indicted. The scheme and the long, drawn-out audit process contributed directly to the college’s collapse.

Sioux Empire College was founded in 1965 near Hawarden, Iowa, and first held classes in the fall of 1967. It served a regional purpose, providing students in Sioux County and nearby areas with access to a local two-year college, and remained active until it closed in May 1985. Its collapse reflected the fragility of small private institutions in an era when enrollment, funding, accreditation, and oversight all carried enormous weight.

In July of 1986, a federal grand jury in Sioux Falls indicted three former Sioux Empire College officials on mail fraud and related charges. The men named were Albert D. Hudek, the former president; Daniel L. Hudek, the former dean of student services; and Leo Hallman, the former business manager. The charges centered on the college’s recruitment practices and the handling of federal student aid, especially aid connected to Native American students from South Dakota reservations.

The problematic strategy specifically focused on recruiting Native American students from South Dakota reservations and arranging federal grants and federally backed loans on their behalf, which brought significant Title IV aid into a financially fragile institution. Federal auditors later identified irregularities in how that aid was awarded and applied. At the same time, local supporters were blindsided when the Des Moines Register obtained and published the federal audit before Hawarden officials themselves had even seen it. By late 1986, though, the case shifted: on November 12, 1986, both Albert and Daniel Hudek pleaded guilty to three misdemeanor counts each of misapplication of Federal Student Financial Assistance, while Hallman pleaded guilty to one count of the same offense. #Iowa #OTD #History #HigherEducation #Fraud
